Water deal reached between Israel and Palestinians - After six years without a functioning Joint Water Committee, the Coordinator of Government Activity in the Territories and the PA's Minister of Civil Affairs sign a new water agreement intended to improve the quality of life for the entire West Bank. - Elior Levy - 15.01.17 - Israel's Coordinator of Government Activity in the Territories (COGAT) signed an agreement with the Palestinian Authority's Minister of Civil Affairs on Sunday to renew the activity of the Joint Water Committee.

The Israeli, Maj. Gen. Yoav Mordechai, and the Palestinian, Hussein al-Sheikh, brought to the signing the heads of their respective water authorities. The agreement seeks to establish a framework for the convening of the JWC under the 1995 Interim Agreement, part of the Oslo Accords. One of the goals is to improve and modernize the West Bank water infrastructure, which is essential to the fabric of normal life for those who live there.

According to the agreement, the JWC will reconvene after not having met regularly for six years. It will discuss the allocation of additional water to the West Bank and Gaza Strip, increasing water water sources with new drilling, environmental issues, water tariffs, agricultural water use and promoting hydrological matters. The agreement will allow the laying of new pipes for water, sewage and effluent quickly and efficiently. . >>>

Palästinensische Stimmen waren niemals wichtiger, besonders jetzt, da 2017 das 50. Jahr der israelischen Besatzung palästinensischer Gebiete ist und bislang jüdische und zionistische, amerikanische Journalisten eine Schlüssenrolle bei der Erklärung des Nahostkonflikts für die amerikanische Zuhörerschaft haben. Wo sind die arabischen und palästinensischen Stimmen, um das, was Zionisten Jahrzehnte lang in der Presse behauptet haben, zu ergänzen und in Frage zu stellen? Die New York Times sieht sich noch immer nach einer Zwei-Staaten-Lösung um und denkt verrückterweise, sie könnte gerettet werden.

Die mangelnde palästinensische Vertretung in den Mainstream-Medien könnte so leicht korrigiert werden. Palestina Ltd. zu lesen und daraus zu lernen wäre ein guter Anfang. Toufic Haddad hat eine beeindruckende Anklage des internationalen Konsenses über Palästina und den gescheiterten Oslo-"Friedensprozess" geschrieben. Empfohlen (unterstützt) von Naomi Klein und kürzlich vor vollem Haus in Ost-Jerusalem gestartet – ich war dort und fand Haddads Rede beeindruckend in seiner auf Beweisen beruhenden Denunzierung der US- und (anderen) ausländischen Geber für die palästinensische Sache in den letzten 20 Jahren. Palestine Ltd. malt ein düsteres Bild von den palästinensischen Hoffnungen auf einen eigenen Staat. Haddad zeigt, wie er (dieser Staat) bereits bei seiner Geburt ermordet wurde.


In seiner Einleitung erklärt Haddad die zentrale These anhand der Versprechungen, die den Palästinensern seit den 1990er Jahren von der Geber-Community gemacht worden sind. "Implizit in diesen Interventionen", schreibt er, "war die Vorstellung, dass die unsichtbare Hand des Marktes Israelis und Palästinenser zum Frieden führen würde, (sie) sorgte dafür, dass die internationale Gemeinschaft dieses Arrangement finanziell und politisch unterstützte und die Schaffung eines adaequaten, motivierenden Arrangements ermöglichte. Die Ankunft dieser politischen Winde an den vom Konflikt geschüttelten Gestaden des palästinensischen Settings mit Frieden schaffenden und Statebuilding-Maßnahmen der westlichen Geber stellte die Weichen für das, was geschah, als 'eine Armee von Freiheitskämpfern' auf eine frühere Armee von palästinensischen nationalistischen 'Freiheitskämpfern', verkörpert durch die PLO, traf.


Palästina wurde für alle darin engagierten Aktoren, von Gebern bis zu westlichen Staaten ein sehr profitables Business. "Palestine Ltd. kann ungefähr als operationelles Endspiel westlicher Geberinterventionen zur Entwicklung/Friedensförderung/Staatsbildung beschrieben werden", behauptet Haddad, "wobei diese Körperschaft als Variante einer shareholding Aktiengesellschaft mit internationalen, regionalen und lokalen Investoren des einen oder anderen Typs funktioniert."   >>>

Paris Peace Conference – a Charade - Dr. Ludwig Watzal - Dies war wohl die absurdeste, überflüssigste und nutzloseste Nahostkonferenz, die jemals stattgefunden hat. Frankreichs Präsident Hollande, gerade noch vier Monate im Amt, hat 72 Vertreter anderer Staaten um sich versammelt, um das Konzept der Zweistaatenlösung selbst Donald Trump von ferne noch schmackhaft zu machen, da dieses Konzept als „alternativlos“, wie die deutsche Kanzlerin wohl sagen würde, angesehen wird. Die Looser der Diplomatie waren dort versammelt. US-Außenminister John Kerry war zugegen, dessen Amtszeit in vier Tagen zu Ende sein wird. Außenminister Steinmeier wird in fünf Wochen zum Bundespräsidenten befördert, was für einen Bürokraten eine grandiose Leistung darstellt. Der russische und der britische Außenminister tauchten erst gar nicht auf. Selbst der neue UN-Generalsekretär ließ sich nicht blicken. Die restlichen Vertreter sind der Erwähnung nicht wert. Die Hauptkontrahenten, Israelis und Palästinenser, waren erst gar nicht eingeladen. Man redet lieber über sie als mit ihnen. Dies war auch ein Grund, warum die Briten die Abschlusserklärung nicht unterzeichnet haben. Den Israelis wurden keine neuen Auflagen gemacht. >>>

UK parliamentary committee to investigate Israeli lobby scandal - A former Tory minister also attacked Israeli PM Netanyahu over his country’s threat to 'take down' UK deputy foreign minister Alan Duncun - Arwa Ibrahim - A UK parliamentary committee will investigate a scandal involving a plan by an Israeli diplomat and British parliamentary aide to “take down” the UK's deputy foreign minister, British media reported on Sunday.

The disclosure of the secret investigation carried out by the Qatar-based al-Jazeera TV station, involving Israeli diplomat Shai Masot, who has close links to Israeli intelligence, and Maria Strizzolo, an aide to the pro-Israeli Tory MP Robert Halfon, made headlines last week.

The scandal is to be investigated by the Foreign Affairs Select Committee, chaired by Tory MP Crispin Blunt, who was also targeted by Masot and Strizzolo. “I hope to include this matter in the committee’s wider inquiry into the Middle East peace process,” the Mail on Sunday reported Blunt as saying on Sunday.

Mehr als 250 israelische Wissenschaftler*innen, die in der Academia for Equality organisiert sind, haben sich in einem Protestbrief gegen die Verletzung der akademischen Freiheit ausgesprochen und die Suspendierung einer Palästina-solidarischen Lehrbeauftragten durch das Otto-Suhr-Institut der Freien Universität Berlin verurteilt.

Wie die israelischen Wissenschaftler*innen am Sonntag in einem Facebook-Post erklärten, sandten sie der Freien Universität einen Protestbrief, weil die Lebensgrundlage ihrer Kollegin Eleonora Roldán Mendívil bedroht werde, weil sie mit dem palästinensischen Volk solidarisch sei. Quelle

Academia for Equality is an organization of over two hundred and fifty academics, citizens of Israel committed to a just peace with the Palestinian people as well as to social justice within Israeli society. We were greatly concerned to learn of your decision to suspend the academic work assignments of our colleague Eleonora Roldán Mendívil, as a result of the spurious accusations of right-wing organizations. As academics well versed in the Israel-Palestine question, some of whom also study anti-semitism, we hold that Ms. Roldán Mendívil’s vocal opposition to the ongoing occupation of Palestine falls well within the range of legitimate academic speech, and thus strongly defend her right to express these opinions without fear for her livelihood. We urge you to reinstate Ms. Roldán Mendívil immediately, and affirm our continued support for her struggle so long as her academic freedom is under threat.

Israel – Palästina: Die Zwei-Staaten-Lösung ist de facto tot - Erklärung der Bischöfe in Jerusalem - Fritz Edlinger - Die am 23. 12. 2016 beschlossene Resolution Nr. 2334 des UN-Sicherheitsrates hat in Israel größte Empörung ausgelöst, sie hat aber auch einige Grundsatzfragen bezüglich des Völkerrechts aufgeworfen.

Das Jahr 2017 hat nicht nur besondere Bedeutung sowohl für Israelis als auch Palästinenser, es könnte auch zu weitgehenden Entscheidungen in einem seit 70 Jahren ungelösten Konflikt kommen. In diesem Jahr jährt sich die sog. Balfour-Deklaration, in dem die britische Regierung den Zionisten Palästina als "nationale Heimstätte" versprochen hat, zum 100., die UN-Resolution, in dem eine Teilung Palästinas in einen jüdischen und einen palästinensischen Teil beschlossen worden ist, zum 70. und die Eroberung sämtlicher palästinensischer Gebiete im Zuge des 6-Tage-Krieges zum 50. Male. Es würde den Rahmen dieses Kommentars bei Weitem sprengen, auf die vielfältigen Hintergründe dieser Ereignisse einzugehen.

Gehen wir zur UN-Resolution 181 aus 1947 zurück: Die dort verlangte Teilung des Landes und die Schaffung zweier Staaten ist bis heute nicht verwirklicht. Verschiedenste spätere Versuche, diesen nicht vorankommenden Prozess zu beschleunigen, sind ebenso gescheitert. Die Zwei-Staaten-Lösung ist nach wie vor totes Recht. >>>

Finster sieht es aus auf dem Pfad zum Frieden in Nahost. Da kann es gewiss nicht schaden, dass Frankreich die Düsternis mit ein wenig Konferenzglanz aufzuhellen versucht. Mehr als 70 Delegationen haben sich in Paris versammelt, um den Ausgleich zwischen Israelis und Palästinensern zu befördern. Die Botschaft lautet, dass die Welt sich weiterhin kümmert. Wie schön. Die Frage ist allerdings, was die Welt tatsächlich tun kann. Seit Jahrzehnten schon hat es sich die internationale Gemeinschaft zur Aufgabe gemacht, im Konflikt ums Heilige Land zu vermitteln. Doch all die ausgefeilten Lösungsvorschläge, die nun auch in Paris wieder bekräftigt wurden, stehen unter demselben Vorbehalt: Der Frieden kann nicht von außen erzwungen werden. Die Kontrahenten müssen ihn schon selber schließen. >>>

Enough Fearmongering: Only One Democratic State is Possible in Palestine and Israel - Ramzy Baroud - Why does the US continue to rhetorically advocate the two-state solution while acting to ensure that it is never realized?

Long before December 28, when Secretary of State, John Kerry took the podium at the Dean Acheson Auditorium in Washington DC to pontificate on the uncertain future of the two-state solution and the need to save Israel from itself, the subject of a Palestinian state has been paramount. In fact, unlike common belief, the push to establish a Palestinian and a Jewish state side-by-side goes back years before the passing of United Nations Resolution 181 in November 1947. That infamous resolution had called for the partitioning of Palestine into three entities: a Jewish state, a Palestinian state, and an international regime to govern Jerusalem.

A more thorough reading of history can pinpoint multiple references to the Palestinian (or Arab state) between the Jordan River and the Mediterranean Sea. The idea of two states is western par excellence. No Palestinian party or leader had ever thought that partitioning the holy land was ever an option. Then, such an idea seemed preposterous, partly because, as Ilan Pappe’s Ethnic Cleaning of Palestine shows, “almost all of the cultivated land in Palestine was held by the indigenous population (while) only 5.8% percent was in Jewish ownership in 1947.” >>>

Video: Support for one democratic state grows as Palestinians lose hope in two-state solution -   A central question of the Middle East Peace Process remains: can the two-state solution be saved? Israel continues to build illegal settlements in the occupied Palestinian Territories – contrary to the recent UN resolution 2334. Against this backdrop, a conference has been organized in Paris on Sunday, January 15 to try to relaunch the moribund peace process. Over 70 countries will be attending the conference although Israeli and Palestinian officials will not be present. The French Initiative has been warmly received by the Palestinian leadership as a final chance to save the two-state-solution: “Two states today is possible. Tomorrow, it might be too late” warned Muhammad Shtayyeh, Fatah Central Committee Member, who nevertheless remains optimistic. “The reality on the ground, the demography on the ground, the geography on the ground, shows that a two-state solution is still possible today”. However, Palestinian public opinion no longer reflects this official position. A recent poll shows that 65% of Palestinians no longer believe the two-state solution is viable due to ongoing settlement expansion. “The more people think the two-state solution is no longer viable, the more likely they it is that they will shift and support a one-state solution” explains Dr. Khalil Shikaki, Director of the Palestinian Center for Policy and Survey Research. >>>
